Richard Coulter Welty was born on 6 September 1860 at Greensburg, Westmoreland County, Pennsylvania.1,2,3 He was the son of Daniel Welty and Margaret Coulter Beatty. Richard, age 9, appeared on the US Census of 1870 living at Hempfield Township, Westmoreland County, Pennsylvania,in the household of his parents, Daniel and Margaret Coulter Welty.4 Richard, age 19, appeared on the US Census of 1880 living at Hempfield Township, Westmoreland County, Pennsylvania,in the household of his parents, Daniel and Margaret Coulter Welty.5
Richard Coulter Welty, age 23, married Lydia Emma Brindle, age 19 , daughter of Phillip Kuhns Brindle and Sophia Blank, on 28 November 1883.
Richard, age 39 years, and Lydia, age 35 years, appeared on the US Census of 1900 on 1 Arch Avenue, Greensburg, Westmoreland County, Pennsylvania.1 According to the Federal Census in 1900, Richard was a conductor.1 Richard, age 49 years, and Lydia, age 45 years, appeared on the US Census of 1910 on 207 Arch Avenue, Greensburg, Westmoreland County, Pennsylvania.6 According to the Federal Census in 1910, Richard was a railroad conductor.6 Richard, age 59 years, appeared on the US Census of 1920 at 215 Arch Street, Greensburg, Westmoreland County, Pennsylvania.7 According to the Federal Census in 1920, Richard was a railroad conductor.7 He was retired on 1 February 1926.8
Richard's wife, Lydia, died on 18 February 1929; from carcinoma of the uterus.2
Richard, age 69 years, appeared on the US Census of 1930 on 211 East Otterman Street, Greensburg, Westmoreland County, Pennsylvania. He was a widower.9 He died on 19 July 1935 at Westmoreland Hospital, Greensburg, Westmoreland County, Pennsylvania, at age 74 from diabetes.2,3 Richard's obituary of 20 July 1935, reads:

R. C. WELTY of Greensburg, retired Pennsylvania Railroad passenger conductor, died at 10 p. m. Friday in Westmoreland hospital, Greensburg, where he had been a patient since July 9, suffering from diabetes.
Mr. Welty was 74 years old. He was born September 6, 1860, in Greensburg, and with the exception of short period in Hempfield township, had always resided there. He leaves nine children. Funeral services have not been arranged.
